The free universe in dot2 can only be played out with network nodes that support Art-Net or sACN. I doubt that the USB DMX device you have can output Art-Net or sACN.

Which version of grandMA3 do you use?

The file you linked is for grandMA2, but you want to import it into grandMA3.
You can patch the fixture in a grandMA2 show on a PC (Win 10). Then you choose the ‚Save as grandMA3‘ option from the backup menu. After loading the converted show in grandMA3 you can export the fixture type as grandMA3 fixture type and import it into your show.

Please note that Set Userprofile 1 addresses the first user profile. If you are working with an own user profile, this one needs to be adjusted.
To be more versatile use the CurrentUserprofile keyword:
- Set CurrentUserprofile Property "EncoderLinkValues" "Single"
- Set CurrentUserprofile Property "EncoderLinkValues" "Feature"

For now you can do this by changing the WingID of the corresponding wing in the MA3-Modules tab of the USB configuration menu: Menu - Settings - USB Configuration - MA3 Modules.

Did you try to set a fade time to the OffCue of the sequence?

Attribute "Dimmer" At Relative 10
This would select all fixtures that are stored in your cue x and set their dimmers on the relative layer up by 10%. Negative values are also possible.
Then store this into the cue again.
When you want to increase the dimmer level of all fixtures that are outputting when the cue is running (because of tracking these fixtures may be not stored in your desired cue) I would recommend that you run the cue and then select the fixtures by executing IfOutput. Then you can change the dimmer value again.

Trying to approximate a PSR import, getting palettes, macros, filters, from an old show file into a blank new one. I'm guessing it has something to do with DataPools but I can't get it to stick.
When opening the Import/Export menu always the selected data pool will be displayed. When you select a different data pool within the Import/Export menu it is always temporarily while having this menu open.
I know that I can export individual items but that doesn't help when I want to keep everything exactly as laid out in the previous show.Maybe you the Gaps option for Import/Export of whole pools or object ranges can help you with this one:

There is no feature like masks, yet. But at moment you could make use of a bug: The ProgOnly option in the fixture sheet displays also all parked fixtures at moment. So, when your programmer is empty you will see then only the parked fixtures.

You could have a look at the release flag of a cue. But this release stops the tracking of already existing values, too. The grandMA2 Break kept the already existing tracking values.

As you can see in your first screenshot, the AssignType is set to Empty. In case of a Fixture there needs to be Fixture.
Just edit the object cells f these layout elements, and select your desired fixtures/subfixtures within the popup.

For your first issue:
Did you save the changed executor configuration? If not, the selected default configuration will be applied to the executor again when changing the size of an executor.
2. So your executor starts at the 200 row? Then the behavior is intended, as the executors can only get bigger to the top and to the right.
3. Tapping the row buttons on the left edge of the assign menu changes the size of the executor. When you tap the 200 row again, while the executor starts in the 200 row and has now a size of 2 or 3 rows height, the executor will become smaller again.

You have to use single quotes within double quotes:
"... Label Macro 9858 'Normal Narrow' "
In your case, the first double quote for the name of the macro is interpreted as the closing double quote for the command itself. The single quotes within the double quotes solve this one.
