Is there a way to tell if the user short pressed or long pressed an executor via Lua?
I am trying to create a button that acts as a toggle button when short pressed, but a temp when long pressed.

Its not what your looking for, but a way to fix your Problem.
Use the second function with the MA Key, so normal button press is Toggle and MA + Button = Temp.
To set the second function use this little line in a Macro.
Set Executor (Button Nr) makey
Thanks for your suggestion. I don't think it will work for this specific button I am making, but will be super useful for other things I am trying to impliment.

this seems to do the job:
assign Toggle function when cue is executed, then assign Temp function half a second later via an empty additional cuepart
e.g. exec 101:
Cue 1 Part 0, Command: Assign Toggle Exec 101
Cue 1 Part 1, CommandDelay:0.5, Command: Assign Temp Exec 101
