When I create a user with a new profile the filters don't work. (it works when I switch to admin)
Is this a bug or a mishandling?

Can you elaborate a little bit on what you are trying to do and what exactly isn't working about that?

After a lot of trying.
I found in one of my not active filters an active but empty box layer.
I deleted it and since then all filters work.
I do not use this filter and yet it blocked all the filters which did not have an active box layer and even the filters not saved. Whether for copying or recording.
