.pxml does not necessarily mean grandMA2 fixturefile
.xml does not necessarily mean grandMA3 fixturefile
.pxml is a packed/encrypted fileformat, used for fixturefiles generated from a database by MA, and is installed with the respective gma2/gma3 software.
.xml is an open readable text fileformat, written for either gma2 or gma3, typically created manually by a user or a fixture-manufacturer

Where did you find/get this .pxml file you want to convert?
The vast majority of gma2 .pxml files are already pre-converted to gma3 .pxml files, and may be found in the grandMA2 tab of the grandMA3 patch dialog:
