ProgramTime at X seconds syntax

Am I just dense or what is the syntax/is there one to set the Program Time as a seconds value by command line?

Master 2.8 at 3 will only set it as a % proportion of the 0-10seconds default

And yes I guess you make a good point, as long as it is fixed at 10seconds max it's pretty easy!
