Sounds like the Off when Overwritten options for the sequences is enabled:

When you say "the first one will be hard switched off" Do you mean to say you will either off the executor or bring the fader down to zero?
If So you might be able to put a Cmd on the OffCue that Go's the next executor.
The issue here is the macro will run whenever the executor is turned off, even if you aren't on the second cue.
You could also follow or deley the command after the second cue runs, Or perhaps write a macro that enables the command on off when the second cue runs then disables it when the executor turns off to so that it will only run after running the second cue, though that sounds more complicated then probably needed.
Not sure if you can currently get the current executor in a macro without without passing it in..
