Yes, this is the intended behaviour.
When you want to use global data as source, use a Global fixture as source: Clone Global x At ...
If you want to clone and get global data at the destination, use a Global fixture as destination: Clone ... At Global y ...
To clone global data to global data: Clone Global x at Global y If Preset a.b.

thanx for reply!
what is the new way and syntax to use oldschool ma2-style clone feature? say, i want to clone group x at group y for the entire show (seq, presets, effects)?
should i clone step by step seq, presets?
1. clone group x at group y if seq 1 thru
2. clone global... if preset...

Cloning of Global information works the same in MA3 as it does in MA2 except you use a Global ID instead of a FixtureType number. And then yes, Clone Groups, then Presets, then Sequences. Or if you copy/pasted the fixture in patch if automatically clones the entire show.

thanx Ryan!
tricky way
will it be simplified after GUI implementation for cloning feature? -
At some point, definitely.
-
am i right saying at this point it is better to use patch copy-paste and change type instead of the cloning?
-
Depends what you're after. And unfortunately at the moment global fixture data doesn't get copied over to the new fixturetype, so if the new fixturetype doesn't already exist in your show and have its own global data, you'll still have to clone Global to Global for those presets.
-
thanx. no, it doesn't. I'm asking best way for touring needs: add new fixture types and clone the whole show data.
-
At this point, I'd probably patch new fixtures, then have a macro that clones in the order I want and also recooks presets/cues that have recipes in them.
